Pennsylvania Alternative Energy Credit Program
In February of 2007, the Pennsylvania Public Utilities Commission selected the Clean Power Markets team to serve as the Alternative Energy Credit Program Administrator. The initial term of this contract extends until September 2010. As the administrator, CPM performs the following functions for implementation of Pennsylvania's Alternative Energy Portfolio Standard:
- Qualifying alternative energy systems for participation in the Pennsylvania AEPS Program. These include large transmission-interconnected generators, customer-sited distributed generators, and customer-sited energy efficiency and demand response measures.
- Certifying alternative energy credits, as to 1) meeting delivery requirements for the AEPS program, 2) preventing double-counting of credits for multiple programs, and 3) meeting vintage limitations under the AEPS program.
- Verifying compliance with the AEPS requirements by Pennsylvania Electric Distribution Companies (EDCs) and Electric Generation Suppliers (EGSs).
- Calculating alternative compliance payments for EDCs and EGSs that have not complied with the AEPS requirements.
- Verifying production and/or energy savings of alternative energy systems participating in the program.
- Providing support services to the program, including
- Developing a program website
- Aggregating customer-generators to facilitate alternative energy credit program participation
- Operating a help line for program participants
- Publishing a quarterly newsletter
