New York Regional Environmental Attribute Certificate Accounting and Trading System (REACTS)
In late 2001, Clean Power Markets was awarded a contract, as part of a team led by the Center for Resource Solutions, to develop a business plan for the State of New York's regional environmental attribute certificate accounting and trading system (REACTS). This project, under the auspices of the New York State Energy Research and Development Authority (NYSERDA), resulted in a recommendation for implementation of a certification, tracking, and trading system to meet the state and regional needs of the New York renewable energy market. The plan includes technical specifications for the proposed system and estimates of the development and operating costs. It also provides step-by-step technical details for the proposed certification, tracking, and trading system, as well as process flow diagrams and a timeline for implementation.
